Dr Myriam Querido, chief linguist and commercial negotiator.  A woman in her mid 30s, attractive but with a somewhat tired air to her.  Dr Querido is professional in appearance, but appears lonely and bored outside a work context.  Hacking her computer has revealed that she has not had sex in three years, has been unable to form a meaningful relationship with anyone local, has found no native script to apply her skills to (and apparently has had little success with the recorded spoken dialogue of the aliens, assuming it is dialogue) and is helping fund the colony and perhaps herself by accepting gifts from grateful departing spaceship crews (most likely in connection with smuggling activities).

Agent Dona Paola Verdugo.  Concordat Liaison Officer.  Agent Verdugo is in her mid 40s, polished and urbane, a Baroness in rank and with the social skills to match that standing.  Apparently incorruptible.

Agent Don Luis Ramirez.  Concordat Field Agent.  Agent Ramirez is a short man in his early 40s, handsome and graceful but taciturn and reserved. 

Agent Lam Thi Hue.  Concordat Field Agent.  Known to the party only through online reports and by sight Agent Lam is a tall woman with ebony skin, but Asian features.  She is known for her extreme patience, and rarely speaks.

Dr Luis Gasco, an archaeologist and artefact smuggler.  Dr Gasgo is a plump, balding man with a cheerful air.  He is reasonably open about his activities, though not so much so as to warrant immediate arrest by the Concordat forces.

Oskar Chebile, barman and smuggler.  Oskar owns the starport bar Happy Landings and the colonyside bar Plateau.  He is a large man, though out of shape, his face is battered and he is unfriendly to strangers.  Oskar is not as open in his smuggling as Dr Gasco, perhaps because he is said to smuggle items of greater value.

Victor Gil, policeman.  Constable Gil is responsible for policing the colony.  He is a young man, notably handsome and charming in manner.  Hacking his computer has revealed that he is deeply corrupt, taking bribes for turning a blind eye to smuggling.  Badru Mbarga, a ship captain, claims that Constable Gil actually smuggles cargo on himself to ships after the Concordat inspection has been completed, in exchange for heavy bribes.  It is unknown if Starport security chief Ernesto Cieza is involved in these activities.

Azuka Dia, starport repair technician.  Azuka is a woman of West African descent in her mid 30s.  She is plain spoken but apparently competent.
