Planetary size of 5, atmosphere is standard tainted, 30% standing water, human population is in the tens of millions, government is by charismatic dictator (General Gabriel Tavares), carrying weapons larger than a dagger is prohibited, local tech level (production capacity) is 4 (comparable to 19th Century Earth).

A dispiriting world orbiting a red giant.  The surface of Slough is dimly lit to human eyes, rendering it perpetually gloomy.  Slough is the home of an aggressive species of native sentients, who on first contact engaged in a massive and bloody internal war (including the use of antique orbital weapons platforms) for reasons that remain unclear but which effectively destroyed their civilsation and much of their ecosystem.  Evidence in system suggests that the natives of Slough have achieved advanced technology on several occasions, but each time have failed to sustain it and have lapsed back into savagery.
