Planetary size of 4, very thin atmosphere, 60% water, population is ten billion+, government is by civil service bureaucracy, possession of weapons outside the home is prohibited.  Tech level 14.

Lucidus is a highly populated world with many inhabitants also living in space stations and in the system's asteroid belt.  Industrial and technological capacity are both extremely high, and the system is the major exporter of high technology items in the area.
